Highlights include the passage of the Community Benefits Fund and the Innovation in State Government fund which supports agency climate-related work. Also passed were increased oil and gas royalty rates on state trust land, permission for the establishment of low-income utility rates, and a fund to help government entities install solar. An amendment added to HB 93 late in the session has become a point of contention in plans for Project Jupiter and other data centers for seemingly allow AI centers to circumvent the Energy Transition Act carbon reduction requirements by providing their energy source, in this case mostly natural gas plants.
